Out to get each other

A friend was telling me over coffee how unhappy she is in her job. Not only does the management seem to be completely unapproachable and unappreciative of hard work but she said that her co-workers all seem to be out to get each other. They are constantly on the lookout to complain about others, even over the smallest things.
This concept is not foreign but at a small organisation where they're all at the same level and not competing against each other for a promotion of any sort, that kind of behaviour is illogical. Why bother? It just seems like a waste of energy to me. I don't think I have ever complained about a co-worker, that sort of back-stabbing just does not come naturally to me. It's unprofessional, rude and completely unnecessary.
Now if you and someone else are vying for the same position then I may understand but not condone that sort of behaviour, but not in the context my friend described to me. She's already looking for another job, and I don't blame her. Jobs can be stressful enough without that kind of negativity in the workplace!
