They shouldn't be parents

Why did it take police so long to decide that Shellay Ward's parents should be arrested? I don't know all the details, but the family was known to DoCS and the poor little girl was 9kg at age 7 and had never gone to school. How long does it really take to see that the child apparently wasn't being fed or looked after? She was 7 and as all 7 year olds, relies on her parents to look after her, which they clearly didn't do. Two weeks later, when the parents have had time to go on the run, the police have a warrant out for their arrest? I'm not saying they should have immediately arrested them, after all time would be needed for an investigation to be conducted and for everything to be completed in a proper manner but surely they could have been held, or had some kind of restriction placed on their movements so that they had to stay at their home for example.
Hopefully they'll be caught quicky and never be allowed around any children again. It's people like that who really shouldn't be parents, and it's the children that pay the price. If a little girl starves to death then surely the police should have been suspicious of her parents from the first moment, rather than giving them the chance to run!
